Robin Heyser, Capital Campaign Chair & Pamalee Lady, EBACC Executive Director met with Community Media of South Central PA to discuss our exciting plans for Reach 4 the Stars: Campaign for the Community.

Designing the new EBACC Community Center has been a long but exciting process and we want the community to know how much thought and dedication we put into the decisions thus far. Below are just a few of the steps we have taken to ensure that good choices have been made.Conducted needs assessments: EBACC conducted a feasibility study, focus groups and surveys with volunteers, employees, and the community to compile the needs for the new center. Established a Project Team: EBACC created a Project 22 Building and Grounds Committee to assess the needs and the steps that should be taken to guarantee success for the project. Selected and Secured Location: In 2022, EBACC Board of Directors located and secured the old Adams County Fairgrounds property, which is a 22 acre piece of land, 2.5 miles from our current location. In May of 2026, EBACC paid the $600,000 mortgage off and we now own this property. Developed a Conceptual Plan: EBACC brought department heads and volunteers from different areas of the operation and developed a blueprint and outlined how the center will function and flow and then identified the key building areas needed.
We thought of multipurpose rooms, meeting rooms, recreational spaces, retail space, the fitness center, kitchen, banquet and office spaces. We put a lot of thought into storage areas, restrooms and locker room areas. It brought us to a solid framework that created the preliminary renderings that many of you may have already seen. Finalize the Plan: EBACC is now at the stage of finalizing our plans. We are interviewing and selecting an architect and civil engineer to detail the plans to create architectural drawings and construction documents. This is a big step and we are looking forward to sharing all of this in the near future. Some of the next steps are: Continue to Collect Community Input Raise Funds through the capital campaign “Reach 4 The Stars” Campaign for the Community Oversee the Infrastructure Phase of the Project Oversee the Construction Phase of the Project Complete the Interior and Exterior Design of the Project Install Security and Safety Measures Plan Programs and Operation Advertise and Open the Center Collect Community Feedback. This will not happen quickly. This Project has to be well-thought out and indicates a deliberate, purposeful creation designed to handle likely outcomes effectively. We know the community expects EBACC to be fiscally responsible with the donations received and will be obtained and I personally take this very seriously. This is one of the reasons we have taken the time to do this right the first time, hopefully with as few mistakes and setbacks as possible.
